This is no coincidence, and even though Ive seen a few decks that power themselves with this card (Birthing Pod being the main deck), I still havent seen that much use for it (outside of Pod), and 40+ is waaaay overpriced for an enhanced version of a Birds of Paradise

As for its cost, Chang-Chi launched with a value of just under $130 but is now worth just over $105
