There is a rule, which says "Your opponent may draw up to 2 cards if you don't have any Basic Pokemon in your starting hand." The way this works is, it has 59 Energy and 1 Mewtwo (Base), and what happens is your opponent draws tons of cards until you get that Mewtwo

This means that Teferi generally gets more powerful at twice the normal speed of any other planeswalker, letting you take extra turns far more frequently than is generally considered polite
